On this day I had the honour to address a note with which I forwarded to you a copy of telegram from the Governor of Hongkong, reporting that the Messageries steamer "……", with the mails, had been detained for twelve hours by warrant of the Vice Admiralty Court of the Colony, but had been released by order of the Governor.
On the 16th of July last the French Ambassador in London wrote a note on the subject to the Foreign Secretary, M. de Mémusat,
